(1) An investor who wants to establish an industry by investing capital as specified in the special economic zone shall submit an application in the prescribed format to the authority for the permit.
(2) If it is deemed appropriate to grant a permit after examining the application made in accordance with sub-section (1), the authority shall issue the permit to the applicant in the prescribed format within thirty days from the date of receipt of the application.

(5) If there is an application to establish more than one industry of the same type in a special economic zone according to sub-section (1) and if it is not possible to grant a permit to establish all such industries in that area as requested, the authority may grant a permit to an investor in the prescribed format based on the specified priorities.
(6) If the permit cannot be granted after examining the application according to sub-section (2), the authority shall give the information including the reason to the applicant within seven days from the date of such decision.
(7) A person or organization who is not satisfied with the decision made by the authority according to sub-section (6) may appeal to the Ministry within thirty-five days of receiving information about the decision.
(8) If there is an appeal according to sub-section (7), the Ministry shall make a decision within thirty days of receiving such appeal.
(9) The decision made by the Ministry in accordance with sub-section (8) shall be final.
